Hi Tom,
We’ve written some guidance on this topic:
http://osswatch.jiscinvolve.org/wp/2013/03/21/open-source-meets-open-standar... http://osswatch.jiscinvolve.org/wp/2013/03/21/open-source-meets-open-standards/

There isn’t a single answer as different standards setting organisations have different rules, and different participation.
Hope this helps,
S

In (or outside of) what is document-freedom-days claiming "open standards"?
We advertised Open Standards in public administration, but also e.g. television and radio stations, an XMPP provider, in the field of maps, ...
Maybe the last reports on http://documentfreedom.org/news/ help to get an overview.
