Bundestag setzt EU-Funkrichtlinie EU (2014/53/EU) fast wörtlich in nationales Recht um. Regelungen, die Freifunk und andere Anwendungen beenden könnten, bekommen damit Geltung.
Der Bundestag hat eine Regelung für einheitliche Stecker an Netzteilen für Mobilgeräte beschlossen. Das ist zumindest das, was in der öffentlichen Wahrnehmung primär ankommen wird. Viel wichtiger sind aber die technischen Details der neuen EU-Funkrichtlinie (2014/53/EU), die praktisch wörtlich in deutsches Recht umgesetzt wurde. Unauffällig steht in § 4.3.9 zu „Anforderungen an Funkanlagen in bestimmten Kategorien oder Klassen“ Folgendes: „Sie unterstützen bestimmte Funktionen, mit denen sichergestellt werden soll, dass nur solche Software geladen werden kann, für welche die Konformität ihrer Kombination mit der Funkanlage nachgewiesen wurde.“ Näheres regeln dann sogenannte „delegierte Rechtsakte“. Diese kommen von der EU Kommission und können nur durch eine 2/3 Mehrheit im Europaparlament gestoppt werden.

Danke für's Aufmerksammachen, Michael! Den Artikel finde ich etwas oberflächlich, daher hier noch ein paar weitere Infos.
Wir sind ja schon seit Ende 2015 an dem Thema dran, allerdings unter dem Namen "Funkabschottung" bzw. "Radio Lockdown".

Da geht es gerade recht heiß vor sich her, vor allem, weil eigentlich ab Juni alle neuen Funkgeräte die verschiedenen Anforderungen der Richtlinie (u.a. Abschottung vor "unkonformer" Software und einheitliche Ladegeräte) erfüllen sollten. Diese harte Deadline wurde aber voraussichtlich gekippt, daher müssen die Hersteller sich erst nach Fertigstellung der neuen Standards bzw. nach den delegierten Rechtsakten der Kommission daran halten.
Mittlerweile haben wir viele Kontakte zu Herstellern und Zivilgesellschaft geknüpft, die auch der Meinung sind, dass uns das ganze bei der falschen Interpretation der Richtlinie und Standards ziemlich um die Ohren fliegen kann. Wir versuchen, damit gezielt politischen Druck auf die Kommission und andere Entscheider aufzubauen und vor allem erst einmal auf die Gefahren aufmerksam zu machen.

Kurzum: Komplexes Thema, aber sehr wichtig für Freie Software und Kontrolle über Funkgeräte (also verdammt viele Elektrogeräte der nahen Zukunft)! Bei Unklarheiten und Anregungen könnt Ihr Euch gern bei mir melden :)

PS: Der Piratenpartei-Artikel wirft ja die Vermutung nach Lobbyarbeit gegen Freifunk auf. Diese Theorie teile ich nicht. Ich vermute vielmehr, dass man sogenannte "Software Defined Radios" regulieren wollte, da diese Chips mit ein paar Softwarebefehlen sehr leicht auf Frequenzen und mit Funkstärken senden und empfangen können, die gesetzlich nicht erlaubt sind – und das leichter, als mit herkömmlichen, "unflexiblen" Funkchips. Das ist in der Tat ein heißes Eisen, aber die Art der Regulierung ist definitiv unverhältnismäßig.
