Sie wussten also nicht, dass auch die Stadt Leipzig nun 4200 PC-Arbeitsplätze auf OpenOffice migiert und Anfang Oktober die Software schon auf 3900 Plätzen installiert hatte. Wie Frau Böge im Münchener IT-Blog schreibt:

Och. In Jena ist das ähnlich. Da wusste keiner der antwortenden OB-Kandidaten im Frühjahr darüber Beschied, dass Jena OOo seit gefühlt 1000 Jahren einsetzt ... wie auch Knoppix und anderen Kram.... Das läuft aber auch z.B. unter de Radar der lokalen LUG oder der üblichen Verdächtigen aus dem Krautspace.

Möglicherweise ist das auch ein Vorteil!
Zwar ist es blöd für uns als FSFE, erst so spät davon zu erfahren. [1]
Aber: Wenn Freie Software bei den dortigen Administratoren und Usern solch eine Selbstverständlichkeit (No-Brainer) ist, dass es keiner großen Ankündigung und Aufmerksamkeit bedurfte, spricht das doch _für_ Freie Software.
Mal salopp formuliert: Die Admins hatten Ahnung, und den Usern war's egal. Oder in höherer Sprache: Die Administratoren wollten sowieso auf Freie Software umsteigen (bzw. haben sie schon eingeführt), und die User standen dem offen gegenüber. Das gilt ganz besonders in kleinen Umgebungen, in denen die Techniker/Administratoren hohes Vertrauen ihrer Nutzer genießen.
Zudem beschleicht mich das ungute Gefühl, dass ein großes öffentliches Tamtam die Umstellung auf / Beibehaltung von Freie-Software-Installationen nur erschwert hätte. Dann wären vielleicht Störelemente wie politische Einflussnahmen, überzogene Erwartungen, etc. hinzu gekommen.

[1] Vielleicht sollte jemand, der viel Zeit hat, ein entsprechendes Projekt starten. Man könnte es "FreeSoftwareMap.org" oder etwas griffiger "FossMap.org" nennen, in Analogie zu "WheelMap.org". Ziel wäre es, Freie-Software-Installationen in öffentlichen Einrichtungen sichtbar zu machen. Die Einstufungen könnten folgendermaßen aussehen, jeweils für Clients (Desktop-Rechner) und Server separat:
1) überwiegend Proprietär (rot) 2) in Umstellung von Frei auf Proprietär (orange oder hellrot) 3) gemischt (gelb) 4) in Umstellung von Proprietär auf Frei (grüngelb oder hellgrün) 5) überwiegend Frei (grün)
Eine Tabelle statt einer Karte würde es natürlich auch erstmal tun. Koordinaten heraussuchen und Karten rendern kann man immer noch im Nachhinein. Aber eine Karte würde vielleicht zu mehr Mitarbeit motivieren.

Ich denke auch. Das war auch im Kanton Solothurn so. Viele Jahre war die IT-Abteilung der öffentlichen Verwaltung Schritt für Schritt dabei von Windows auf Linux und FOSS zu migrieren. Die Medien berichteten kaum. Etwa zur Zeit als der IT-Chef begann, das Projekt öffentlich zu präsentieren gelang es auf die Abschuss-Liste der Microsoft-Lobby und einiger lokalen Medien. Kurze Zeit nachdem der Kanton den schweizerischen Open Source Preis erhielt (aber nicht abholte) wurde der Chef entlassen, das Projekt kurz vor seiner Vollendung gestoppt und die Verwaltung verfügte eine Informationssperre. Als Teil-Begründung für die Entlassung nannte die Regierung explizit, dass der Chef mit Journalisten gesprochen hatte. Er ist seither "untergetaucht".
In Freiburg findet man auch 1-2 umtriebige IT-Leute, die wohl seither auch einen "Maulkorb" bekamen. Die Site http://wiki.stadt.freiburg.de/ooo/ ist noch aufgeschaltet, aber auf der Hauptsite http://www.freiburg.de findet man nicht mehr die geringsten Hinweise zum Informatik-Projekt.
Auf der Website der Stadt Leipzig finde ich auch praktisch nichts ausser dies: http://www.leipzig.de/de/buerger/newsarchiv/2012/Schulungen-zu-OpenOffice-or... wo auf ein Angebot der Volkshochschule hingewiesen wird, das ich dort aber nicht mehr finde. Vielleicht könnte man sich über die Details noch etwas Gedanken machen, aber ich finde diesen Vorschlag sehr gut und würde mich freuen wenn jemand ein Projekt in dieser Richtung betreiben würde. Einmal ausgearbeitet wäre das auch eine Seite, auf die wir bei zukünftigen Diskussionen anderer Stadtverwaltungen hinweisen könnten. Es wäre auch eine Seite, auf welche andere Organisationen (Bürgervereinigungen, LibreOffice, Parteien etc.) hinweisen könnten im Verlauf der Diskussion. Das würde wiederum indirekt einen Werbeeffekt für die FSFE bedeuten.
Auch für die bereits bestehenden Stadtverwaltungen könnte das eine interessante Plattform sein, voneinander zu erfahren und sich untereinander zu vernetzen, Distributionen und Erfahrungen auszutauschen ...

Scheint wenn man die Postings so liest, tatsächlich so zu sein. Im Grunde müssten wir an der Stelle dann genauso aggressiv vorgehen. Aber will man sich echt auf das Niveau herunter ziehen lassen? Persönlich ist das auch ein Teil der Freiheit für mich, dass man nicht ständig von Lobbyisten genervt wird.

Für mich ist das auch ein Belege dafür, dass wir mehr unabhängigen und auch anständig finanzierten Journalismus brauchen. Die Blog und Microblog-Schwärme schaffen es nicht ganz allein. Anders herum gesagt: Wenn die Finanzierer der großen Medien etwas bewerben, dann bekommt es auch jeder mit. >:)
Weiterhin zeigt der Vorgang ein Versäumniss des Freiburger Gutachtens und der Freiburger (IT-)Verwaltung, denn bei anständiger Recherche hätte Leizig gefunden werden müssen und dass hätte vielleicht schon ein Anzeichen für den anderen Trend sein können. Laut Medienberichten war ein angeblicher negativer Trend bei OpenOffice und LibreOffice Anwendungen ja ein entscheidendes Kriterium für die jetzige Entscheidung.
Bald sind wieder Wahlen (gilt eigentlich immer in Deutschland) und es lohnt sich wieder hinzugehen, da sich die Parteien schon unterschiedlich intensiv mit dem Thema befassen. Hier ist mir zumindest zuerst mal die Pressearbeit der Grünen positiv aufgefallen, welche auch einen OpenOffice Vorschlag für sich reklamieren. Da ich die Leipziger Verhältnisse nicht kenne, weiß ich nicht, in wie weit sich beispielsweise SPD oder CDU positiv dazu gestellt haben, abgesehen von dem Beschluß.
Loben und Öffentlichkeit schaffen, dass können wir alle tun. Vielleicht ist Leipzig ein Kandidat für einen DFD Preis 2013? Wollen wir eine Wiki-Seite zusammenstellen? Mag wer vor Ort mal nachfragen, beobachten und berichten organisieren?

auch wenn das jetzt blöd klingt, aber vielleicht ist es tatsächlich sinnvoll aus der IT-Umgebung kein Politikum zu machen.
Sobald etwas in die Öffentlichkeit rückt, wird darum gepokert bis am Ende nichts mehr übrig ist. Kommt es zu Regierungswechseln, werden grundsätzlich solche "Ideologieprojekte" zur Disposition gestellt.
München ist hier nur bedingt ein Gegenbeispiel, wäre die SPD vor 3 Jahren nicht wieder an die Macht gekommen, wäre das auch mit Sicherheit das Ende von Limux gewesen. Da Ude aber per Definition wiedergewählt wird, stand das nicht zur Debatte. Bei der nächsten Wahl tritt er nicht mehr an und ich hoffe sehr, dass es dann keine CSU-geführte Migration auf Windows gibt.

Das stelle ich gar nicht in Abrede. Ich bezog mich auf die Umsetzung der Projekte, nicht um das Bewusstsein der Stakeholder. Natürlich wäre es schön, wenn man jeden PC einzeln auf identi.ca bejubeln könnte und die Nörgler als Trolle abtun könnte. Leider ist es gerade in der Verwaltung oft David gegen Goliath. Und sehr sehr viele Interesse sind im Spiel, deutlich schneller als z.B. in einem Unternehmen, welches beschließt auf FS zu migrieren. Leipzigs Ansatz war in meinen Augen daher nicht schlecht. Vollendete Tatsachen mal mit FS zu sehen begeistert mich, sonst gibt es sowas immer nur in die andere Richtung (Freiburg, Solothurn, Außenministerium, etc.)
Natürlich soll die FSFE den Verantwortlichen einbläuen, dass sie nur mit Freier Software frei sind, aber ich bezweifle dass wir jeden kleinen Fortschritt in die Öffentlichkeit zerren und ihn damit zum Gegenstand der Diskussion machen müssen.
Die Projekte unterstützen will ich trotzdem und vielleicht schafft es die FSFE für die Verantwortlichen zur Ansprechpartner zu werden.
