Golem berichtet heute, dass das Programm “Elster Formular” zur elektronischen Abgabe der Steuererklärung intern bereits seit Jahren auch für GNU/Linux und Mac OS X existiert. Veröffentlicht ist dieses aber nur für Microsoft Windows, obwohl keine technischen Gründe gegen eine Veröffentlichung für GNU/Linux sprechen.
Das Bayerische Landesamt für Steuern schreibt, dass aufgrund der geringen Nutzerzahlen eine Version des Elster-Formulars für GNU/Linux und Mac OS X nicht wirtschaftlich sei und deshalb aus Kostengründen nicht bereitgestellt werden könne. Da einige Steuererklärungen inzwischen zwingend elektronisch übermittelt werden müssen, werden Benutzer von GNU/Linux und Mac OS X zur Verwendung von Microsoft Windows gezwungen. Alternativ kann ein Weblösung verwendet werden, vor deren Sicherheitslücken das Bundesamt für Sicherheit in der Informationstechnik (BSI) bereits mehrfach gewarnt hat. Des Weiteren ist diese Webvariante “Elster Online” auch nur für Microsoft Windows, Mac OS X, Solaris und GNU/Linux verfügbar, da es auf das Oracle-Java-Plugin angewiesen ist.
Die Finanzbehörde rechtfertigt das Zurückhalten der GNU/Linux- und Mac-Version mit wirtschaftlichen Gründen. Konkrete Zahlen, welche die Behauptung der Unwirtschaftlichkeit untermauern, wurden aber bisher nicht genannt. Die Finanzbehörde sollten der Öffentlichkeit die folgenden Fragen beantworten:
- Warum wird eine fertige Lösung, deren Verfügbarkeit im Interesse der Anwender ist, nicht veröffentlicht? Sie wurde mit öffentlichen Mitteln entwickelte, und gehört letztendlich den Bürgern, nicht dem Finanzamt. - Wenn bereits Testversionen vorlagen, warum war dann eine Veröffentlichung für GNU/Linux und Mac OS X nie geplant? - Auf welcher Grundlage diskriminiert das Finanzamt GNU/Linux- und Mac-User und zwingt sie, entweder unsichere Java-Lösungen oder zusätzliche Kosten hinzunehmen? Eventuelle Geschäftsgeheimnisse oder Sicherheitbedenken können kein Hindernis sein, wenn die gleiche Lösung für Windows veröffentlicht wird. - Warum wurde statt dessen sowohl Elsterformular als auch eine Web-Variante entwickelt? - Wie viel hat die Entwicklung des Windowsprogramms und wie viel die Weblösung gekostet? - Wie hoch waren die erwarteten Mehrkosten für eine Veröffentlichung für Mac OS X und GNU/Linux?

Ich kann bestätigen, dass die Bibliotheken zur Behandlung der Daten schon lang vorhanden sind. Die Bibliotheken wurden für Ubuntu erstellt sind aber auf andere Distributionen einsatzfähig, dies habe ich vor circa 2 Jahre auf Fedora probiert. Diese Aussage gilt für die Komponenten die zur Erstellung eine Einkommensteuer Erklärung für den normalen Bürger.
Die Oberfläche von Elster ist mit QT erstellt, damit wäre eine Linux Version kein Problem gewesen. Die Behörde geht offenbar davon aus, dass Steuerprogramme keine Aufgabe des Amtes ist aber der Angelegenheit von Firmen die ihre Produkte verkaufen können.
Ich hatte das auch schon gehört. Wenn ihr mehr dazu hört, lasst es mich bitte wissen.

Wir werden jetzt mal noch abwarten, ob die Version dann unter GNU/Linux gut funktioniert. Allerdings würde ich auch gerne weiter den Teil verfolgen wo es um die Veröffentlichung von ElsterFormular als Freie Software geht.

Ich stecke in der Entwicklung nicht drin, aber mein bisherige Kenntnisstand ist, dass es zwei API-Versionen von Elster gibt: eine mit offenen Mitteln ansprechbare und frei dokumentierte COALA-XML-Schnittstelle und eine proprietäre Schnittstelle (ERiC).
Die COALA-Schnittstelle wird offenbar eher stiefmütterlich behandelt, kann nur das allernötigste (USt-Voranmeldung, Lohnsteuer-VA). Für andere Steuererklärungen wird die ERiC-Schnittstelle ("ELSTER Rich Client") benutzt, die proprietär ist.

Genau das ist der Knackpunkt: ERiC basiert auf "security by obscurity" und ist damit nach Stand der Technik _nicht sicher_ und manipulierbar!
Und zwar nicht nur "manipulierbar" im Sinne von "ich kann für jemand anderen eine falsche Steuererklärung abgeben", sondern wahrscheinlich eher im Sinne von "ich kann korrekte Zahlen in meine Steuererklärung schreiben, und erhalte dennoch einen Steuerbescheid über 0 EUR."
Wobei ich stark hoffe, dass zumindest _diese_ Art des Angriffs irgendwie serverseitig abgefedert wird, wenn sie auch sonst nichts abfedern.
Wenn das Ding irgendein Cracker aufmacht, indem der den proprietären Client bzw. das Netzwerkprotokoll reverse- engineered, dann werden viele Leute in Erklärungsnot kommen.
(Es sei denn, die Presse lässt sich damit einlullen, dass dies eine normale "Sicherheitslücke" sei, obwohl das eher als "Fehlen eines brauchbaren Sicherheitskonzeptes" bezeichnet werden sollte ...)
Vertrauenswürdiger Client ... dafür wurde man bereits in den 80ern geteert und gefedert (genauer: von Scriptkiddiez geownzt), und heute haben wir es 2013!

Mittlerweile müssen Erklärungen per Software-Zertfikat signiert werden. Damit ist vermutlich ausreichend sichergestellt, dass die Daten dem richtigen Steuerpflichtigen zugeordnet sind. Bis letztes Jahr war das im übrigen völlig normal, dass jeder Hinz und Kunz für jeden Betrieb eine USt-VA abgeben konnte und damit ggf. komische Steuerforderungen auslösen konnte. Das war aber bei der COALA-Schnittstelle auch der Fall.
Steuerbescheide ergehen, so meine Einschätzung, weiterhin nur nach manueller Prüfung durch die Finanzverwaltung. Das muss nicht in alle Ewigkeit so sein, ist momentan aber noch so.
Eine Plausibilitätsprüfung serverseitig ist in gewissem Maß notwendig um die Stabilität des Systems zu erhalten (vor allem syntaktische Prüfung) aber die inhaltlkiche Prüfung der Zahlen für die Steuerabwicklung ist eigentlich nicht so entscheidend, da alles nochmal manuell geprüft wird. Macht ja auch irgendwie Sinn.

Der erste Hack, mit dem der CCC bekannt wurde, der sogenannte BTX- oder Hamburger-Sparkassen-Hack beruhte auf einem solchen Vertrauen in den Client.

Im übrigen ist das Webinterfae nicht gleichwertig zur Desktop-Software. Insbesondere ermöglicht es Unternehmern laut Golem *nicht* die Abgabe von notwendigen Formularen.

Im übrigen ist das Webinterfae nicht gleichwertig zur Desktop-Software. Insbesondere ermöglicht es Unternehmern laut Golem *nicht* die Abgabe von notwendigen Formularen.
Mal so eine Frage ins Blaue: gibt es da eigentlich eine Möglichkeit, gegen diese Policy des FA eine offizielle Beschwerde o.ä. einzureichen? Gerade mit der momentanen Pressesituation im Rücken wäre das vielleicht ein guter Zeitpunkt. Weiß jemand hier über sowas bescheid? Pauls Fragen stellen m.E. sehr schön heraus, daß das FA Unternehmen und Privatpersonen diskriminiert, daß sich die Balken biegen und gleichzeitig ein bestimmtes Unternehmen, nämlich Microsoft, mittelbar mit öffentlichen Geldern unterstützt.

Wir experimentieren gerade mit dem Elster-Online-Portal. Spaß macht das nicht!
In diesem Monat war der Finanzverwaltung nur einer unserer Rechner genehm, der wohl zufällig eine genehme Konfiguration hatte. Dieser wird aber demnächst auf wheezy upgegradet.
&4-bit-Java mag das Portal wohl eher nicht, OpenJDK nur recht eingeschränkt (s.o.).
Wir hoffen, bis zum nächsten Monat eine zuverlässige Kombination für Debian GNU/Linux zu finden und beschreiben zu können
Ansonsten werden wir wieder auf das "Totes-Holz-Tinte"-Protokoll ausweichen müssen, dessen MTA jedoch recht kostspielig ist ;-).

Hallo,
diese Protokoll ist doch viel zu alt und völlig unsicher. Das ist noch Klartext, unverschlüsselt und geht über zig Wege die keiner wirklich kennt. Und vom Format viel größer, somit aufwändiger.
Versuch es doch mit Rauchzeichen, sola Rauch. Es verschlüsselt, zwar eine alte Verschlüsselung aber immer noch super gut. Morseempfänger die das lesen können, stehen haufenweise am Fenster, bei den entsprechende Empfängerhäusern und Garantiert nur dort.
Du hast aber Glück das Tote-Holz-Tinte Protokoll lässt sich sehr gut in das Rauchformat umcodieren. Dazu bedarf es lediglich ein weiteres kleines Stück Totes Holz mit (meist roten) Köpfchen. Sowas findest du sicher noch in der PC Tischschublade.

Das würde mich auch mal interessieren. Ich hätte auch keine Scheu, mit ein paar weiteren Interessierten (Selbstständigen?) etwas Geld für einen Anwalt zusammen zu legen. Das wäre mir der Spaß wert. :-)

Im Moment wäre es wichtig, dass Dokument vom Finanzamt im Bayern dazu angefordert werden. Ich konnte das bisher noch nicht machen und am Anfang "drohen" sie immer damit, dass das Kosten bringen wird.
