bei einem Gespräch mit meiner Kommune habe ich erfahren, dass die Einrichtung eines eigenen Telefonservers, der für D115 (http://www.d115.de) geeignet wäre 350.000 Euro kosten würde. Ich persönlich denke, dass dasviel zu hoch gegriffen ist. Was braucht man denn dazu? Mit Open Source ein Asterisk plus X,... oder?
Meine Stadt will daher das ganze outsourcen: Das heisst ja dann aber, dass die Behörde selbst noch ihr altes Telefonsystem beibehält.
Habe aber so das Gefühl Freie Software ist da wohl vielerorts total außen vor. Vielleicht hat jemand aber auch andere Erfahrungen?

Die Frage ist mir nicht ganz klar und ich habe keine Idee wie diese D115 Infrastuktur funktioniert aber mal so als Hausnummer:
Eine Karte mit 1* E1 Anschluss (d.h. 32 Rufnummer) kostet ca. 300€ Ein E1 Anschluss mit Flatrate für Behörden kostet ca. 500€ / Monat
hier noch andere Karten mit 4 Anschlussen [http://www.voiplink.com/OpenVox_T1_E1_Cards_Asterisk_FXS_T1_E1_Linux_VoIP_s/...] ca. 1000€.

Naja ich gehe davon aus, dass jede Stadt bereits ausreichend Nummern geordert hat und bereits über ein eigenes Telefonsystem verfügt. Die Frage ist vielmehr was da kommerzielle Systeme großartig neues bieten. Ich habe gesehen Wissensmanagement. Was aber wohl mit vielen Ticketsystemen abgedeckt werden könnte. Dazu fällt mir ein, dass in meiner Stadt bislang Email-Anfragen gar keine Tickets erhalten. Sprich dieses neue System kostet viel Geld, berücksichtigt aber nicht Email-Anfragen.

Mein verdacht ist, dass es dabei wieder nur um die Förderung bestimmter Firmen geht. Jedenfalls fehlen da offensichtlich offene Schnittstellen. Sonst könnte ja auch jede Gemeinde ganz einfach und billig dieses D115 selber integrieren.

Na so ein Zufall. Das Land Saachsen-Anhalt finanziert ein Pilotprojekt für eine Software einer Firma aus dem selben Bundesland und dies entsteht nur 13 Kilometer von der Firma entfernt.
Ich hasse dieses Geschachere.

Um das wirklich Beurteilen zu können, müsste die Leistungsbeschreibung des "Einrichtens" genauer bekannt sein und es bräuchte am besten praktische Erfahrung.
Professionelle Angebote enthalten oft Einiges, was auf der ersten Blick nicht sofort ersichtlich ist. Unternehmen, mit Erfahrung, können durchaus ihr Geld wert sein. Das ist bei Freier Software auch so.
Natürlich gibt es auch jede Menge zu teuerer Angebote, wo es Unternehmen erlaubt worden ist, durch das Einführen von speziellen Datenformaten oder proprietärer Software eine fast unkündbare Sonderstellung zu erreichen. Das ist für den Steuerzahler teuer.
Hinterfragen lohnt sich also. Viellleicht mag Dir Deine Gemeinde ja mehr über die geforderte Leistung sagen. :)
