erklärt die Schwierigkeiten welche dadurch entstehen, dass viele Hersteller der zentralen Chips für Mobiltelefone nur wenig dazu beitragen, dass der Betriebsystemkern Linux gepflegt wird.
Damit ist er für alle aktuellen Mobiltelefone interessant und zeigt auf, wie es vorsichtig, auch mit mehr Druck durch die Kunden und die Einkäufe der öffentlichen Hand besser werden kann. Mehr Vorderung nach mehrjähriger Unterstützung der Treiber in Linux. Ein kleiner Mobiltelefonhersteller schafft das kaum (zu sehen an Freie Software sehr zugewandt und ethisch umsichten Herstellern), große könnten das vordern, lassen es aber.
Gute Argumente für die Politik, gegen geplante Obsolezenz und für eine längere umweltfreundliche und reparierbare Nutzung von Mobilgeräten!

Ein Folgerung von mir ist auch, dass zu einfache Forderungen eher die Innovationskraft schwächen. Beispiel: Wer kein Mobiltelefon mehr ohne eine Zertifizierung von Langzeitsupport verkaufen könnte, der schließt kleine und auch Freie Software freundliche Hersteller aus (Fairphone, shift-phone, pinephone, libre purism, cosmo communicator), die schaffen es mit ihrer Absatzmenge nicht den Chip-Herstellern so was abzuringen. (Teilweise bekommen die ja nicht mehr 1. Klasse-Chips).
Hinter dem Konzept "innovativ" läßt sich allerdings auch "zu billig" verstecken, oder ein Drücken vor der Verantwortung. Deshalb glaube ich nicht, dass eine einfache Stärkung der Produkthaftung per Gesetz helfen wird. Bei größeren Beschaffungen oder größeren Herstellern könnte die öffentliche Hand allerdings sehr deutlich darauf achten, genau wir darauf, dass Freie Software geliefert wird.
Viele ARM "System on a Chip"-Systeme sind allerdings ein Quell von Wettbewerb und damit auch Innovation oder ein steigendes Preis/Leistungsverhältnis durch den Betriebssystem Linux, also durch Freie Software.

Und daran ändert der Gesetzgeber mit Sicherheit nichts. Mobilgeräte sind Überwachungstools in den Händen der Staaten und der Industrie. Herumdoktern an Kleinigkeiten hilft nur dabei, diesen Sachverhalt zu verschleiern. Uns droht eine Handy-Pflicht für jederfrau und je mehr Argumente wir dagegen haben, desto besser.

deshalb habe ich das differenziert dargestellt. Bei der Bits&Bäume-Konferenz 2018 hatten viele eine Forderung an mehr Reparierbarkeit und Nachhaltigkeit von Software gestellt, bei der späteren Diskussion beim Essen an einem Tisch, an dem ich zufällig stand, war vielen nicht klar, wie schwer es ist da gute Regelungen zu machen.
Andererseits, wenn wir das nicht politisch regeln, dann kommen die großen Drückeberger bei der Mitarbeit an den Freie Software-Grundlagen damit davon und machen lieber wieder mehr Gewinn. Und die Freie Software-Komponenten bleiben unterfinanziert, das möchten wir auch nicht.
Deshalb erscheint es mir eine gute Forderung, bei der Beschaffung von Massengeräten (IoC und Mobilgeräten) zumindest die öffentlichen Marktkraft zu nutzen.

Das sehe ich mehr in grau-Abstufungen: Mobilgeräte bieten auch viele Chancen, neben den von Dir genannten Gefahren. Und gegen einige er Gefahren gibt es durchaus politischen Initiativen, die hier in Deutschland auch wirken (Gern mehr natürlich.)
