vor ein paar Tagen ist die CoronaWarnApp [a] als Freie Software (Apache-2.0)-Lizenz veröffentlicht worden. Auf dieser (FSFE-) Mailinliste-Liste gab es dazu schon einen Meinungsaustausch...
Interessanterweise ist aber die Finanzierung der Entwicklung bislang kaum thematisiert. Das Handelsblatt spricht von 20M [b]. Unabhängig von der Höhe: Ich vermute, dass dafür öffentliches Geld geflossen ist (bzw. noch fließen wird). Und genau da sollte die FOSS-Comunity ansetzen.
Für mich stellt sich die Geschichte (vereinfacht) so dar: - Regierung plant zentralistische App, - Zivilgesellschaft übt gut begründete Kritik - schlechte Akzeptanz wird befürchtet - Regierung ändert Konzept: datensparsam, dezentral und quelloffen - Zivilgesellschaft ist vergleichsweise zufrieden
Fazit: So sollte Demokratie funktionieren. Wenn Digitalisierung immer so stattfinden würde, wären wir ein ganzes Stück weiter.

1. Obige narrativer Rahmung. Die CoronaWarnApp als prominentes Beispiel für Freie Software im öffentlichen Interesse zeigt wie wichtig Transparenz, Vertrauenswürdigkeit und der Einbezug der Gemeinschaftsexpertise sind. Siehe auch [d].
2. Bedeutende kürzliche Beschlüsse: pro freier Software (CDU [1], München [2], Hamburg [3])
3. Enormer Digitalisierungsschub
4. Aufkeimendes gesammtgesellschaftliches Bewusstsein für problematische Abhängigkeiten von globalen Liefer- und Serviceketten. Freie Software ermöglicht den Aufbau lokaler Expertise.
Wer diese Argumentation einigermaßen überzeugend findet, hat zwei ziemlich niedrigschwellige Handlungsoptionen:
1. Das entsprechende Github-Issue zur transparenten Offenlegung der Finanzierung mit mehr Aufmerksamkeit versehen (z.B. *Like oder Kommentar*).

die Position von Karsten finde ich grundfalsch.
Da die beteiligten Firmen Weltmeister im Steuervermeiden sind und riesige Gewinne machen, hätte die Bundesregierung die Firmen verpflichten müssen, die App unentgeltlich zu entwickeln und die notwendige Infrastruktur unentgeltlich zu betreiben als Beitrag zur öffentlichen Daseinsvorsorge. Sie hätte weiterhin fordern müssen, daß die App ohne Google-Dienste auskommt und die API offen gelegt wird. Eine App die nicht für F-Droid geeignet ist, ist keine Freie Software. Das sollte ein Vertreter der FSFE eigentlich wissen. Zudem hätte gefordert werden müssen, daß die App auf einem von Microsoft unabhängigen Repository liegt.
Wenn ich gezwungen werde, eine Maske zu tragen und meine Versammlungsfreiheit aufgehoben ist, sind das doch wohl keine unbilligen Forderungen.
Das wäre natürlich mit der Gefahr verbunden, sich bei den Beteiligten unbeliebt zu machen.
Zudem hätte es der FSFE gut angestanden, wie Digitalcourage oder das FIfF eine kritische Stellungnahme abzugeben oder sich wenigstens einer anzuschließen.

Das wäre aus meiner Sicht eine ungerechtfertigte staatliche Willkür, die mit der freiheitlich demokratischen Grundordnung nicht vereinbar ist.

Eine App die nicht für F-Droid geeignet ist, ist keine Freie Software.
Ich glaube, das ist inhaltlich so nicht richtig. Die Software selbst ist frei (d.h. sie ist unter einer mit den vier Freiheiten kompatiblen Lizenz veröffentlicht), auch wenn sie über Schnittstellen auf proprietäre Dienste zugreift.
Dass die Verwendung von proprietären Google-Play-Diensten problematisch sein kann, und das "Freie Software" nicht automatisch "gute Software" ist, bleibt davon unberührt.
Zudem hätte gefordert werden müssen, daß die App auf einem von Microsoft unabhängigen Repository liegt.
Ich kann den Punkt verstehen, aber auch das wäre aus meiner Sicht ein Eingriff in die unternehmerische Freiheit. Außerdem stellt sich die praktische Frage nach Alternativen. Für github spricht immerhin die riesige Communitiy, die man damit niedrigschwellig erreicht. Das alte Problem des Netzwerkeffektes.

"Beliebt" oder "unbeliebt" sind aus meiner Sicht nicht die relevanten Kategorien, sondern eher, was ist aktuell politisch "durchsetzbar" und was nicht.
Meine These ist eben, dass nicht zuletzt durch staatlich finanzierte Entwicklung der CoronaWarnApp als Freie Software die Frage geradezu auf der Hand liegt:
"Warum läuft das eigentlich nicht immer so?"
Mit anderen Worten: Warum ist es eigentlich nicht die Regel, dass, wenn die Öffentlichkeit für Code bezahlt, über diesen auch verfügen kann?
Zudem hätte es der FSFE gut angestanden, wie Digitalcourage oder das FIfF eine kritische Stellungnahme abzugeben oder sich wenigstens einer anzuschließen.
Ich sehe die Rolle der FSFE primär darin, sich für das Prinzip Freie Software einzusetzen. Eine Digitalisierungskultur in der Quelloffenheit, Freie Lizenzen und offene Standards der Normalfall sind, besonders in den Bereichen öffentliche Verwaltung und Bildung, hätte enorme positive Auswirkungen auch auf die Wahrung digitaler Freiheitsrechte. Bei der Risiko-Nutzen-Abwägung bezüglich der App kann man unterschiedlicher Auffassung sein. Mich persönlich überzeugen die Argumente und vor allem die zitierten Quellen von digitialcourage [1] nicht besonders. Die Forderung vom FiFF [2], nach einem Begleitgesetz (Verbot von Benachteiligung bei Nichtnutzung der App) finde ich sinnvoll. Aber das widerspricht meinen Vorschlägen keineswegs.

Ich stimme Wolfgang zu, dass der FSFE eine Stellungnahme zu dem Thema gut anstünde. Aber ich werbe dafür, in dieser nicht auf das Datenschutz- und Sicherheitsthema zu fokussieren, sondern die Verbindung zu Public Money Public Code herauszustellen.

Die freie Software kann aber nicht ohne die proprietären Dienste verwendet werden, also ist sie in freier Form nutzlos bzw. das Gesamtpaket ist nicht frei.
In der Schweiz dürfte es ähnlich sein, und ich meine sogar gelesen zu haben, dass man sich für einen Cloudspeicher von Amazon entschieden hat. Das ist auch rechtlich in Ordnung, aber man unterstützt dann trotzdem diese Firma, die wohl "schlimmer" ist als Apple, Google und Microsoft zusammen...

Wenn ich die Frage richtig verstehe, bezieht sie sich auf das veröffentlichen des Quellcodes der App auf github.
Ich sehe nicht, dass das ein Eingriff die die Grundrechte von irgendjemandem ist.
Auch wenn ich es persönlich besser gefunden hätte, wenn der Code auf einer vom Bundesinnenministerium (=öffentliche Körperschaft) gehosteten Plattform veröffentlich worden wäre. Oder auf einer gemeinnützigen wie codeberg, halte ich das trotzdem für akzeptabel. Github (bzw. seine Monopolstellung) ist bei weitem nicht das größte Problem was die derzeitige Gestaltung der Digitalisierung mit sich bringt.
Mir geht es mit meinem Anliegen darum, den Blick dafür zu schärfen, dass verglichen mit sonstigen öffentlichen Digitalisierungsprojekten, diese App deutlich besser gelaufen ist, und dass man die Entscheidungsträger:innen darin bestärken sollte sich in diese Richtung weiterzuentwickeln. Dass bei weitem nicht alles richtig gemacht wurde, dass der epidemiologische Nutzen der App umstritten ist, dass man bei staatlichen Aktivitäten aufgrund zahlreicher schlechter Beispiele aus der Vergangenheit grundsätzlich skeptisch sein muss, das alles sehe ich auch so.
Aber immer nur meckern bringt meiner Meinung nach keine Verbesserung. Deshalb plädiere ich dafür, auf den aktuellen Diskurs einzuwirken, sodass bei zukünftigen staatlichen Digitalisierungsprojekten mindestens die Standards des CoronaWarnApp-Projekts zugrunde gelegt werden: Freie Software Lizenz, Dezentralität und Datensparsamkeit.

Ja super,
die App ist so frei, sie läßt sich weder auf meinem Fairphone 3 noch auf dem alten HTC-one nutzen. Die freie F-droid version muß erst von der community erstellt werden. https://github.com/corona-warn-app/cwa-documentation/issues/5
20 Mio und noch etliche Mio für laufende Kosten. Die Telekom Lobby hat wie bei dem Toll Collect Projekt ganze Arbeit geleistet :-(
Ich halte die App für beispiellose Steuerverschwendung und Lobbyismus und ein ganz schlechtes Beispiel für PublicMoney PublicCode.

Da die App auch von Google/Apple kommt, gehe ich davon aus, daß die Situation bei der deutschen App vergleichbar ist, also auch ein eklatanter Betrug.
Nun muß man allerdings bedenken, daß das bei Swiss Policy Research veröffentlicht worden ist, einer bekannten Quelle für angebliche Verschwörungstheorien und Fake News. Eine inhaltliche Auseinandersetzung ist also entbehrlich.
Gibt es eigentlich eine offizielle Stellungnahme zur “Corona”-App der FSFE?

bei dem Toll Collect Projekt ganze Arbeit geleistet :-(
Ich halte die App für beispiellose Steuerverschwendung und Lobbyismus und
ein ganz schlechtes Beispiel für PublicMoney PublicCode.

- Zivilgesellschaft übt gut begründete Kritik
- schlechte Akzeptanz wird befürchtet
- Regierung ändert Konzept: datensparsam, dezentral und quelloffen
- Zivilgesellschaft ist vergleichsweise zufrieden
Fazit: So sollte Demokratie funktionieren. Wenn Digitalisierung immer so stattfinden würde, wären wir ein ganzes Stück weiter.

- Bedeutende kürzliche Beschlüsse: pro freier Software (CDU [1],
München [2], Hamburg [3])
Enormer Digitalisierungsschub
Aufkeimendes gesammtgesellschaftliches Bewusstsein für problematische
Abhängigkeiten von globalen Liefer- und Serviceketten. Freie Software ermöglicht den Aufbau lokaler Expertise.
Wer diese Argumentation einigermaßen überzeugend findet, hat zwei ziemlich niedrigschwellige Handlungsoptionen:
