Richtlinien leider nicht (die müssten ja dann in nationale Gesetze eingebettet werden), aber einige Reports, Agenden und Guidelines. Hier findest du eine – wahrscheinlich nicht komplette – Auflistung:

Es gibt auch die "Tallinn-Erklärung" zu eGovernment, ebenfalls nicht bindend, aber es wird sich in vielen neueren EU-Dokumenten darauf bezogen. Dort sind auch einige gute Passagen zu Freier Software und Offenen Standards drin:
