dann achte doch mal auf Ausschreibungen aus SH - angeblich sind die jetzt mit dem Vermerk "FLOSS bevorzugt" - ich habe das noch nicht nachgeprüft, wenn wer was sieht, bitte ich um Rückmeldung.

Reinhard Wiesemann hat vor vielen Jahren mal ein Poster gemacht, um zu zeigen, wieviel Support-Dienstleistungen es gibt. Das schöne an Freier Software ist, dass sich in sehr überschaubarer Zahl das Angebot der Supportenden stark vergrößern läßt. Ein Team aufzubauen ist deutlich einfacher als bei proprietären Produkten.
Das Problem ist oft die Art und Weise, wie gesucht wird. Ein aktuelles Beispiel:
Die Ausschreibung https://ted.europa.eu/TED/notice/udl?uri=TED:NOTICE:364957-2018:TEXT:EN:HTML... ist ein gigantischer Rahmenvertrag (32.000 Personentage) der auch die Beratung der Auswahl von Freie Software Produkten enthält. Darauf können nur die Allergrößten bieten kleinst, kleine und mittlere Unternehmen haben eigentlich keine Chance, damit sind einige der kompetentesten Freie Software Anbieter raus.
Mit Intevation habe ich, mit einem riesigen Partner auf den Vorgängervortrag geboten (und verloren), das war teuer.
Und auch von Limux (München) munkelt man, daß es beim Support geknirscht hat (abgesehen von den bekannten politschen Problemen).
Hier war ich nur indirekt beteiligt, ich denke das hat eher an anderen Stellen geknirscht. Aber auch hier als Beispiel für fragwürdige Ausschreibung: Die Groupware-Ausschreibung (bei der wir nur sehr gering mit Referenzen beteiligt waren) forderte zwingend einen Bieter der 100 Leute zur Verfügung stellen konnte. Warum nur? (Ja ich weiss schon wo es herkommt, aber sinnvoll war es nicht, es hat kompetente Bieter und andere Möglichkeiten ausgeschlossen deren Problem zu lösen, niemand außer die sehr großen können 100 Leute für die Zeit einer Ausschreibung bis zur Vergabe vorhalten!)
Ich kenne mehrere Freiberufler im medizinisch-sozialen Bereich, die sich mit Cortana ausgesprochen unwohl fühlen, aber keinen geeigneten FLOSS-Anbieter finden, der die Leistung und Abrechnung im Gesundheitswesen kompetent begleitet.
Ist eine Angebot und Nachfrage Sache, in den letzten 20 Jahren habe ich einige Angebote im Bereich medizin oder sozial gesehen. Richtig ist aber, dass es für eine einzelne Praxis mit sehr wenig Leute schwer ist ein günstiges Angebot zu finden, wenn es dort nicht zufällig Leute mit IT-Erfahrung gibt.
Größere Sachen gibt es wieder, vereinzelt, Beispiel https://de.wikipedia.org/wiki/GNU_Health
Es ist schon schwierig, Hardware mit Linux-Unterstützung zu finden ("die Zertifizierung ist uns zu teuer").
Die Hürde ist heute eigentlich genommen, von Großanbietern bis Spezialisten gibt es fast alle Geräteklassen mit vorinstalliertem und unterstützem GNU/Linux. Aus meiner Sicht geht der Artikel an den tatsächlichen Problemen im Unternehmensbereich völlig vorbei.
Ja, so war er wohl nicht gemeint. :)
Tatsächlich fehlt es an IT-Unternehmern, die bereit und in der Lage sind, mit vollem unternehmerischen Risiko auf FLOSS zu setzen, vor allem im Bereich von Branchensoftware. Und natürlich gibt es das Henne/Ei-Problem. Auch das ist nur mit risikobereitem Unternehmertum zu lösen.
Da gebe ich Dir Recht, es muss Anbieter geben. Aber es muss auch Abnehmer mit Mut und Gestaltungswillen geben.
Auch FLOSS-geneigte Länderinitiativen wie in SH werden scheitern, wenn sich keine Anbieter finden.
Für größere Initiativen sind die Anbieter auf jeden Fall da, im Zweifel bauen sie halt eine Abteilung auf.
