Attached you find a draft of the Terms of Reference and Policy Brief document, with our ideas on how this output 3, the policy recommendation report could be drafted. The doc is also on keybase in folder: /team/foss4smes/2. Implementation/Outputs/Output 3/Terms of Reference

You will also see a detailed time plan for this output and I want to ask you to review this, especially in terms of your deliverable so that we can agree on a time planning.

Dear Sivan,

thank you very much for providing us with your first drast of the deliverable of O3/A1 (due in 04.19). I have seen Brians comments and your second version. Within O3/A1 OFE is going to: a) define the terms of reference and objectives for the final policy recommendation report which is due in 08.2019. b) develop a research brief and strategy c) undertake an analysis of the project results and impact. d) coordinate all partners to contribute in the development of a model to project potential impact on the performance of European SMEs uptaking the FOSS migration.

So, I think that maybe it would be better for you to structure your document around these four topics/items/outcomes. The title of the deliverable of O3/A1 could be then "Defining the Terms of Reference and research", as it is not yet a policy report. In this way, you can avoid developing text already included in other submitted deliverables. I actually havent thought yet how long this or the other two deliverables/documents of OFE within O3 should be, but OFE is our partner with the most experience on this task in our FOSS4SMEs project. Have you got any example-reports from Sachiko on this that you can use as guiding documents?

On Friday we have our telco, so its a good chance to discuss with the team how each partner can contribute to the development of the model (d). Looking forward to hear from you on Friday.
