Yes, we should also be careful and avoid changing the actual questions (as it would negatively impact on the survey design and this is not good from a research methodology perspective).
From a survey design point of view we should avoid to change the actual questions. However, it may be ok to slightly modify the illustrative examples of specific tools (as those are intended to clarify the questions, e.g. tool X is an example of an open source toos, whereas tool Y is an example of a proprietary tool).
